PROBLEM TO BE SOLVED: To provide a decorative sheet for superimposing which can superimpose decorative sheets, and to provide a decorative panel.SOLUTION: A decorative sheet 20 has a base material 2, a pattern layer 3 on the base material layer 2, a glossiness adjustment layer 4 on the pattern layer 3, and projections 5 on the glossiness adjustment layer 4, where the glossiness adjustment layer 4 is formed by adding 5-10 pts.mass of a mixed product which contains a curing agent, an ultraviolet absorber and a photostabilizer and does not contain a mold release agent such as reactive silicone to 100 pts.mass of a thermoplastic acrylic resin, and the projections 5 are formed by adding 5-10 pts.mass of a mixed project contains an ultraviolet absorber and a photostabilizer and does not contain a mold release agent such as a reactive silicone with respect to 100 pts.mass of an ionizing radiation-curable resin.SELECTED DRAWING: Figure 1
