Abstract:
To provide a processing device that can keep down a possibility of erroneous determination of whether software can be updated and an external world recognition device using the processing device.SOLUTION: A processing device includes: an external world recognition unit 104 that recognizes a situation around a self vehicle 2 from three-dimensional information on an object in an image obtained by taking an image of a surrounding environment of the self vehicle; and an update determination unit 105 that determines whether software on an on-vehicle electronic device mounted on the self vehicle 2 can be updated according to the situation around the self vehicle.
