PURPOSE: To supply an offset preventive liquid of the minimum required, by providing a tetrafluoroethylene resin film having a lot of fine holes, between the first and the second felt members of an offset preventive liquid applying member, and between the second felt member and a fixing roller.

CONSTITUTION: A fixing roll 1 is formed by covering a core bar 2 with a parting, material 3 such as silicone rubber or tetrafluoroethylene resin, etc., and is heated by a halogen lamp 7 of the inside. An offset preventive liquid 14 is absorbed and held by heat-resistance felt 15, 16 and 17 by a capillary phenomenon from an offset preventive liquid storage tank 13. A sheet-like heat-resistance porous member 20 (tetrafluoroethylene resin having a lot of fine closed cells) exists on both the connecting part of the felt 16, 17 and the connecting part to the fixing roll 1. In this way, it can be attained that the application is performed uniformly.
