PURPOSE: To increase the speed of tape winding operation by disposing tension change absorbing means adapted to expand a bag-like thin film from a lot of peripheral slits of a hollow guide roller, thereby absorbing high-period change in tension due to high-speed rotation.
CONSTITUTION: A tape 2 let out from a tape pad 14 is wound round a running wire rod 1 through tension change absorbing means 20 also functioning as guide means 18. When the tape 2 changes in tension, such a change is absorbed by displacement of a thin film member 26 expanded from slits 24a of a guide roller 24 of a roller tension change absorbing means 20A, and further absorbed by displacement of a ring-shaped contact piece of a spring tension change absorbing means 20B. In this arrangement, even if the machine is rotated at high speed, a change in tension of the tape can be reliably absorbed so as to operate the machine with high work efficiency.
