An abnormal-driving vehicle detection processing part 13 through 16 input images by frame unit captured by a capture part 12 at a predetermined cycle, performs difference processing on an input present image and past image to extract a changed pixel area as a rectangular area, tracks the extracted rectangular area as a processing target object at each of the predetermined cycle, determines whether the tracking processing target object is a preset monitoring target object, and determines whether the determined monitoring target object is in a driving state matched with a preset abnormal driving pattern for the monitoring target object based on tracking information and set information.
