This device has a human body detection sensor 2 for detecting the existence of a human body, an abnormality detection sensor 3 for detecting an abnormal state, a processing means 4 for discriminating the presence/absence of detection at the human body detection sensor 2 when the abnormality detection sensor 3 detects any abnormality and outputs a 1st abnormal signal in the state of detection at both the human body detection sensor 2 and the abnormality detection sensor 3 but outputting a 2nd abnormal signal in the state of detection only at the abnormality detection sensor 3, and a reporting means 5 for reporting the abnormality corresponding to this abnormal signal. Besides, a receiver connected to a transmission/reception circuit 6 issues an alarm when an abnormal state is continued even after the lapse of prescribed time from the reception of the 1st abnormal signal and issues an alarm immediately when the 2nd abnormal signal is received.
