When a low concentration solution flowing through a fin tube type heat-exchanger 10b of a high temperature regenerator 10 is heated by the combustion heat of a burner 1 and steam is generated, the low concentration solution is separated into steam and an intermediate concentration solution by a high temperature separator 11. After the temperature of the intermediate concentration solution is reduced by a high temperature heatexchanger 54, the solution is fed to a low temperature regenerator 20. When the solution flows through a fin tube type heat-exchanger 20c, the solution is reheated by steam from the high temperature separator 11, and the solution is separated into steam and a high concentration solution by a low temperature separator 23.
