A parent code G is generated, with the use of a secret key of a referral A, so as to include generation control contents for a disclosure address T (such as generation control contents specifying a disclosure relationship level R and disclosure conditions C included in the disclosure address T) and a subject of a public key corresponding to the secret key. When receiving the parent code G from a referrer B, a service center extracts the subject and generation control contents from the parent code G, and uses the public key of the referral A designated by the subject to verify the authenticity of the parent code G. The service center then uses the generation control contents extracted from the parent code G to generate the disclosure address T, and notifies the generated disclosure address T to the referrer B.
