This action controller is provided with a wheel sensor 10 for transmitting a sensor signal based on the rotation of a wheel W; a vehicle stop determination part for determining whether or not the vehicle V is in the stopping state based on the state of the sensor signal; and an action right-or-wrong determination part for determining the right-or-wrong of the execution of the movement control of a position seat. The action right-or-wrong determination part allows the execution of the movement control of the seat when it is determined that the vehicle V is in the stopping state.
