An actuator is configured by a stacked body including a plurality of electrodes 11, a plurality of cation-exchange resin films 12, and a plurality of anion-exchange resin films 13. The cation-exchange resin films 12 and the anion-exchange resin films 13 are alternately stacked, and each of the cation-exchange resin films 12 and the anion-exchange resin films 13 is sandwiched between two of the electrodes 11. A voltage is applied so that the electrodes 11 between adjacent ones of the cation-exchange resin films 12 and anion-exchange resin films 13 have the same polarity.
