To reduce the number of times of refilling fuel by minimizing fuel consumption and to make an actuator compact as a whole by reducing the size of a fuel tank.

A control valve is provided with a solid macromolecule fuel cell, and a large capacity electric double layer capacitor (super capacitor) which is charged by receiving power generated from the fuel cell wherein the control valve (motor in the control valve) is driven by power charging the super capacitor. A charging voltage Vcap of the super capacitor is monitored and when it becomes lower than Vful, the fuel cell generates power until the super capacitor is fully charged (Vful+). Power generation from the fuel cell is stopped when the control valve is driven.
