PURPOSE: To obtain a converter where the number of output pulses in a certain time is selected freely to obtain required high precision and high resolution, by generating a pulse which has a 1/n period τ in oscillation period of a dynamic system and has the same polarity as the output of a positive/negative discriminating means, and generating reference pulses having a 1/(n.N) period in oscillation period which adjusts and matches the positive/negative time of feedback by a τ/N-fold time of the difference between the number of positive pulses and that of negative pulses in this oscillation period.
CONSTITUTION: A sampling circuit 6 performs sampling with clocks having a period τ shorter than an oscillation period T of a pendulum 1, and considerably many pulses are generated in its output e2. These pulses e2 are sent to a counter 8 simultaneously with outputting. Reference clocks from a generator 30 are divided by a frequency divider 31 to obtain clocks having an n.N-fold period of the period T (n.N is an optional positive integer) when the oscillation period of the pendulum is T-number of seconds, and a difference (i-j) between a number (i) of positive pulses and a number (j) of negative pulses of pulses e2 in this period is outputted to a feedback current generating circuit 9. If the value (i-j) is positive, the time of a feedback torque is made shorter by a time (i-j)τ'; but if it is negative, the time of the feedback torque is made longer by the same time.
