An accepting stage 12 and supporting arms 14 and 15 are provided at a side wall 11b of a protector 11. A supporting shaft 20 is provided at a bracket-holding member 18, wherein a bracket 3 or a vehicle body is inserted. By inserting the supporting shaft 20 into the accepting stage 12, the bracket-holding member 18 is rotatably mounted on the accepting stage 12. Engaging projections 23 and 24 are provided on the bracket-holding member 18. A plurality of engaging grooves 17, wherein the engaging projections 23 and 24 can be engaged and removed, are arranged in the rotating direction of the engaging projections in the supporting arms 14 and 15.
