PURPOSE:To keep off the extent of power consumption as well as to make a planned engine start attainable, by setting the engine starting time on the basis of each signal out of a boarding expected time setting device and a seasonal signal generating device, and constituting it so as to start the engine. CONSTITUTION:Cooling water temperature 89, car inside temperature 112 and outside temperature 111 are all inputted into an engine starting time operational device 306. On the other hand, each seasonal signal is inputted into an air- conditioning setting temperature setting device 302 and a reference time operational device 304 from a generating device 308. And, air-conditioning setting temperature 302 is inputted into the operational device 306. And, the reference time operational device 304 sets reference time from the learning value of a memory compensated by output of a compensating device 307 whereby it sets a timer 303. If timer output 303 is inputted, the engine starting time operational device 306 determines the engine starting time, driving an engine starting device C1, thus an air-conditioning unit 107 is operated. With this constitution, power consumption is preventable.
