To enhance controllability, the efficiency of photography operations, and quickness to deal with failures by supplying power to an air-borne photography device from a ground controller by use of a coaxial cable, and allowing transmission and reception of signals between the controller and the photography device.

A balloon 1 is moored by a mooring rope 8. A photography device 15 with a monitor TV camera 22 and a still camera 21 is suspended from the balloon 1. The photography device 15 is connected to a ground controller 42 by a coaxial cable 47. Power is supplied from the controller 42 to the photography device 15 through the coaxial cable 47 and control signals are also transmitted. Video signals from the photography device 15 are transmitted to the controller 42 through the coaxial cable 47.
