The solid fire extinguishing agent 14 has a hole 15 bored into the fire extinguishing agent, and fire-extinguishing aerosol is generated from burning through the hole 15. An igniting member 32 is stored in the hole 15 of the solid fire extinguishing agent 14 to ignite the fire extinguishing agent 14, and the fire extinguishing agent is burned from inside. The solid fire extinguishing agent 14 is stored in a fire extinguishing agent container 12 whose one end is open. A burning control member 16 with an outlet 18 opened at a position corresponding to the hole is disposed in contact on an end surface on the opening side of the solid fire extinguishing agent 14 stored in the fire extinguishing agent container 12 to suppress burning on the surface of the solid fire extinguishing agent 14.
