To provide an agitating and cooling device which can efficiently cool a fluid contained in packaging bag bodies by agitating the fluid in each narrow space.

The agitating and cooling device 10 has a plurality of cooling rollers 11a to 11o and a guide roller group 14. The cooling rollers 11a to 11o allow the packaging bag bodies H to be mounted on cooled roller surfaces for transportation. Then the horizontally arranged rollers are rotated in directions alternately opposite to each other. The guide roller group 14 are driven in interlock with each other via belts arranged alternately on upper and lower sides of the roller surfaces of the cooling rollers 11a to 11o via a semi-circular conveying interval through which the packaging bag bodies H are conveyed, and abutted on the packaging bag bodies.
