To agitate a whole mixing tank in an extremely efficient and uniform manner in mixing sediment, water and a hardener in the mixing tank, uniformly and efficiently agitate the whole mixing tank even when a large rock, etc. is brought into the mixing tank, and to surely prevent generation of an agitating blade from being locked.
An agitating device 20 to agitate and mix sediment water and a hardener in a mixing tank 10 to generate a fluidized earth is provided with an agitating blade 22 fitted to a rotary shaft 21 to be rotated by a rotating means, a horizontal plate 30 as a rotational-obstacle removing member is connected to an auxiliary agitating plate 25a connected to a lower side of its main agitating plate 24, and an obstacle against the rotation of a rock, etc., is prevented from being collided with the agitating blade 22 by the horizontal plate 30.
