An environment data collection part 32 collects environment data being measured by an environment data measurement part 44. An order data creation part 36 creates the order data of an air-conditioner, in the order of improved environment by the deviation between the collected environment data and a reference value being set for each air-conditioner. Based on the order data, a stop instruction part 38 outputs a stop instruction, and only the required air-conditioners are stopped by a control part 46 in the order of satisfactory environment according to the stop instruction.
