To solve the problem of becoming unable to properly execute air-conditioning control due to the occurrence of a difference between a specific heat load condition when determining a tolerance (target heat cost) of fuel consumption (supposed heat cost) of an engine 10 supposed to be required per its unit quantity and an actual heat load condition in a state of using a vehicle, on a calorific value (a cold heat generating quantity) generated in a refrigerating cycle by driving of a compressor 18.
An average value is calculated in a predetermined period of a deviation between a specified value of the cold heat generating quantity required for achieving a cooling request and the required actual cold heat generating quantity. A factor (a correction factor) for correcting the target heat cost is variably set in response to the calculated average value. Corrected target heat cost is calculated as a multiplication value of the target heat cost and the correction factor, and driving control of the compressor 18 is executed based on the corrected target heat cost and the supposed heat cost.
