Heat pump cycle operation is performed when the outside air temperature Tam is within a predetermined temperature range, the cooling water temperature Tw is below a predetermined temperature, and the opening degree of an air mix door 5 is in a state of MAXHOT. As a result, an erroneous determination of a heating ability that the heat pump cycle operation happens to be executed in a season requiring no large heating ability hardly occurs. Since the heat pump cycle operation is surely executed when the heat pump cycle operation such as at the cooling start in winter is required to be performed, the power saving of the air conditioning device is realized while securing quick heating performance. The steam compression type refrigerator is securely operated even when the outside air temperature is below 0°C by using carbon dioxide as a refrigerant.
