A cold storage region C for storing cold in the ground by cold storage water, and a heat storage region H for storing heat in the ground by heat storage water are independently determined to the ground in which the ground water flows down in one direction throughout the year, and the cold storage water and the heat storage water respectively flow down from an upstream side toward a downstream side along the groundwater flowing direction in each of the regions. In cooling, the cold storage water is taken from the downstream side of the cold storage region to be utilized in cooling, and then the cold storage water of which a temperature is increased after the utilization, is sent to the upstream side of the heat storage region as the heat storage water to store the heat in the ground, and in heating, the heat storage water is taken from the downstream side of the heat storage region to be utilized in heating, and then the heat storage water of which a temperature is lowered after the utilization is sent to the upstream side of the cold storage region to store the cold in the ground.
