PURPOSE: To maintain high electric discharge performances by combining a fan for sucking air integrally with a discharge device to make the whole construction thereof smaller and make the mounting work therefor easier, and rotating the fan equipped with and electric discharge rod at high speed.

CONSTITUTION: A main body 11 with a suction port 22 and a discharge port 25 includes therein a fan 12, motor 13 for driving fan 12, filter 24 situated on the downstream side of fan 12, and high voltage power supply 19 for generating high voltage. And impellers 16 of the fan 12 are made of conductive material such as metal etc., and the fan 12 is coupled with the motor 13 through an insulation 15, but is in short-circuited relations with an output terminal 20 from the high voltage power supply 19. Further, a plurality of electric discharge rods 21 are attached to the impellers 16 on the upstream side of the fan 12. As a result, a small space for mounting is provided, so that it can be easily mounted on a car, whereby, however, high electric discharge performances can be maintained to achieve high performances without the need for maintenance such as cleaning.
