To provide an alkali soap at low cost that prevents skin roughness caused by a free alkali.
An alkali soap composition includes (a) the alkali soap, (b) an aqueous extract of a waste spirulina obtained in the step where water-insoluble substances contained in an aqueous extract of spray-dried materials of Spirulina pratensis or Spirulina maxima are separated with a centrifugal separator and then a spirulina pigment component contained in the aqueous extract from which the water-insoluble substances are separated with a centrifugal separator is separated with an ultrafiltration membrane, and/or 2-carboxyethyl germanium sesquioxide and (c) water. The alkali soap is, for example, a fatty acid sodium salt or fatty acid potassium salt. The aqueous extract of a waste spirulina may be obtained by mixing the aqueous extract from which the spirulina pigment component is separated with an ultrafiltration membrane with trehalose and spray-drying the mixture.
