PURPOSE: To reduce a possibility of a carrier device on a wharf and an overhead traveling crane to fall in waiting condition a far as possible by providing a buffer function part between the carrier device and the overhead traveling crane, and achieving a delivery of a coil to and from the overhead traveling crane always at a constant condition.
CONSTITUTION: A carrier route or a wharf on which an on-wharf carriage 7 loaded with a coil K travels is laid down at right angle to a wharf 2 of an all weather type berth 1 with an overhead traveling crane 4. Also a receiving part 16 which is positioned near the side of a ship 28 including a position looking at a hold closely to a delivery position on the carrier route on the wharf and delivers the coil K to and from the ship 28 by the overhead traveling crane 4 and a relay cargo handling device 10 which transfer the coil K to and from the carriage 7 are provided to form an all weather type harbor loading/ unloading facility. Thus, by functioning the receiving part 16 as an intermediate buffer, a unit loading work time of the overhead traveling crane 4 is reduced, and the possibility of a loading/unloading function part to fall in waiting condition is reduced.
