Then the neurons 10 positions in T rows and L columns are so weighted as to obtain a constant independent of T, (t), L, and l where T=t and L=l for the outputs from the neurons 10 positions in (t) rows and (l) columns, a constant irrelevant to T, (t), L, and (l) where T≠t and L=l, a constant independent of T and (t) corresponding to the difference between the cost when jobs corresponding to L and (l) are allocated to the same resource when the jobs can be allocated and the cost when the jobs are allocated to other resources while T=t and L≠l, and a constant independent of T, (t), L, and (l) where T≠t and L≠l.
