To provide a system which produces liquid ammonia which can be stored as energy for cooling by using cheap energy, and can operate a cooler at any time.
An aqueous ammonia 7 is heated by a heating medium heated by using solar energy as a heat source or by making an electric heater or an IH heater 17 using electric power as a heating source, ammonia is evaporated and stored as liquid ammonia. If at least two sets of a liquid ammonia storage tank 11, 11' are installed, parallel operation becomes possible such that, while using one set of liquid ammonia as a cooling medium of a heat exchanger, liquid ammonia is produced and stored in another set of the tank. Ammonia gas used for cooling is absorbed in water to make it into an aqueous ammonia 16, which is reused as a raw material.
