PURPOSE: To prevent cracks from being generated on a cross tie by the driving of a rail spike or the lateral pressure applied when a vehicle passes by providing a resin reinforcing layer made of fibers arranged in the nearly horizontal direction to cross long fibers of resin columnar bodies.
CONSTITUTION: A plurality of resin columnar bodies 11 buried with glass long fibers 112 in a hard urethane resin foam body 111, for example, in the longitudinal direction are prepared. A resin reinforcing layer 12 arranged with the same glass long fibers 122 in the width direction nearly perpendicular to the glass long fibers 112 of the resin columnar body 11 in the same hard urethane resin foam body 121 is prepared. The resin reinforcing layer 12 is laminated on the resin columnar body 11. A cross tie 1 constituted of the resin columnar body 11 and the resin reinforcing layer 12 is fixed to rails with rail spikes. Since the glass long fibers 112, 122 are arranged perpendicularly to each in other, generation of cracks can be prevented.
