PURPOSE: To form the titled converting device with circuit elements which can easily be integrated into a monolithic integrated circuit, so as to eliminate the necessity of comparators and operational amplifiers having complicated circuit configurations.

CONSTITUTION: To an input terminal, through which analog signals are inputted, (n) groups of inverter grous INV1∼INVn, each of which is connected to one node IN and has different threshold voltage, are connected. Moreover, exclusive OR circuits EXOR1n∼EXORn-1.n which input the two outputs of each inverter group INV1∼INVn are installed, and output terminals O12∼O1n, O23∼O2n, ∼On-1,n are installed to each exclusive OR circuit, respectively. Then, an inverter INV'n is connected to the output terminal On of the inverter INVn having the highest threshold voltage, and an output terminal -On is installed to the inverter INV'n.
