PURPOSE: To display the still images of high picture quality with use of an analog video device.

CONSTITUTION: A video signal recorder 10 contains a still image discriminating circuit 12 which discriminates a still image state from a video signal VIDEO and records the still image data on a video tape 20 over plural frames via a video recording signal processor 15. The presence or absence of this recorded image data is recorded to an index data recording part ID. An index data detector circuit 47 of a video signal reproducer 30 detects the presence or absence of the still image data. The still image data given from a video reproduction signal processor 41 are integrated over plural frames via a signal adder circuit 42, a frame memory 43, and a gate circuit 46 and then divided by the integrating frequency through a divider circuit 44. Thus the still image data are averaged. Meanwhile the voice data given from a PCM decoder 32 are once stored in a PCM memory 33 and then outputted in the same timing as the reproduced still image received from the circuit 44.
