PURPOSE: To obtain outflow with a high accuracy by arithmetically operating the effective quantities of rainfall at every equal reaching time region at every rainfall mesh on the basis of rainfall data, preparing an outflow hydrograph and acquiring outflow on the basis of the outflow hydrograph.
CONSTITUTION: An arithmetic processing section 2 takes in rainfall data from a rainfall radar 1 while reading impermeable area ratio data at every equal reaching time region at every rainfall mesh. The processing section 2 arithmetically operates the effective quantities of rainfall at every equal reaching time region at every mesh, and prepares an inflow hydrograph and an outflow hydrograph. The processing section 2 obtains outflow on the basis of the outflow hydrograph.
