Abstract:

PROBLEM TO BE SOLVED: To provide an animation encoding device by which the bit rate of a code to be outputted does not exceed the target one and the noise of a decoded picture is reduced.
SOLUTION: The device is provided with a means for converting a prediction difference in plural kinds of pixel data into a frequency component by block unit, a quantizer for referring to a quantizing table and quantizing the converted prediction difference, an inverse quantizer for inverse-quantizing the quantized prediction difference by referring to the quantizing table, an encoder for encoding the quantized prediction difference and outputting the code, a buffer for buffering the code, a buffer check means 20 for checking the code occupying amount of the buffer and a selecting means for selecting one quantizing table from a plurality of quantizing tables in accordance with the code occupying amount. The quantizer executes quantizing through the use of the selected one quantizing table and the inverse quantizer executes inverse quantizing through the use of the quantizing table which is fixed concerning a group of pictures.
