To provide an inexpensive antibacterial and antifungal composition, which has a good storage stability, can easily be applied to an object with a known method such as printing, and can stably exert its antibacterial and antifungal activity for a long time, and also to provide a manufacturing method therefor.

(1) An antibacterial and antifungal agent is dissolved and/or dispersed in water to form a water solution and/or a water dispersion. (2) The water solution and/or the water dispersion of step (1) are absorbed by microparticles of a superabsorbrent polymer. (3) The microparticles of superabsorbent polymer of step (2) are dispersed in an oil-based dispersion medium to obtain the antibacterial and antifungal composition containing microparticles of superabsorbent polymer carrying the antibacterial and antifungal agent.
