To maintain an antibacterial effect for a long time by sticking binder resins, which contain fine powdery antibacterial materials making the core material of titanium dioxide into micro-capsule by the wall material of porous silica, for the quantity of dry sticking within a specified range on the confounding part and surface part of constitutive fibers.

Concerning constitutive fibers 1 for a scrubbing brush, antibacterial materials 3 and grinding grains 4 are fixed on their confounding parts and surface parts by binder resins 2. Then, the antibacterial material 3 is formed by making titanium dioxide 5 into micro-capsule by porous silica 6 and when not using the scrubbing brush, its surface is coated with binder resins 2. In this case, when the quantity of dry sticking for binder resins 2 is less than 100 g/m2, the resins are softened so that a washing function as the scrubbing brush is eliminated but when the quantity exceeds 300 g/m2, the resins are bad fitted to the curved surface of a dish or the like. Therefore, it is preferable that its proper range is set from 100 to 300 g/m2. Thus, the antibacterial effect of the scrubbing brush is kept satisfactory for a long time.
