To obtain the subject composition giving an ultra-hydrophilic anticlouding coating film having high anticlouding property by uniformly dispersing a specific coating film-forming element and particles of a semiconductor photocatalyst in a solvent and imparting prescribed properties thereto.
A coating film forming element composed of a precursor of silicone and uncured or partially cured silicone (e.g.; silica sol and trimethoxysilane) and particles of a semiconductor photocatalyst (e.g.; anatase- type titania) are uniformly dispersed in a solvent (e.g.; ethanol). This composition imparts a property of hydrophilicity of about ≤10° when converted into a contact angle with water to a coated film surface by the action of the photocatalyst when the coated film is formed on a base material (e.g.; Al board) and the photocatalyst is photoexcited.
