To obtain a hardly stainable wheel in which no hydrophilic sticking material and no hydrophobic sticking material are attached to the surface of member by microscopically dispersing both a specific hydrophilic part and a prescribed water-repellent part to the surface of a base material.
The surface of a base material is provided with a surface layer part having a structure in which both a hydrophilic part composed of photocatalytic oxide particles such as anatase type titanium oxide or zinc oxide exposed so as to be brought into contact with the open air and a water-repellent part composed of a water-repellent fluororesin such as a polytetrafluoroethylene exposed so as to be brought into contact with the open air are microscopically dispersed to the surface to give the objective antifouling wheel.
