To prevent the lowering of rotating number attributable to excessively accumulated feedback signal for decreasing engine torque, especially, in the event that the rotating number temporarily and steeply increases with sudden decrease in load during feedback control, while allowing the rotating number to be converged on the first target one.
A first prescribing means 31 prescribes a target rotating number during idling as a first target rotating number NSET in response to the operational condition of an engine. Upon satisfaction of condition for feedback control, a prescribing means 33 prescribes a second target rotating number NETARGET so that a first rotating number being prescribed can be closed to a first target rotating number NSET. Further, a control means 34 carries out the feedback control of idle rotating number using a torque control means in response to the deviation from the second target rotating number NETARGET so that the rotating number of the engine NE can converge on the second target rotating number NETARGET.
