A pulverization and carbonization method for the waste plastics and the like has: a compacting and consolidating step of compacting and consolidating the plurality of to-be-treated materials by applying pressure; a pulverization step of pulverizing the compacted and consolidated material 2; and a carbonization step of carbonizing the pulverized material 4 by the pulverization step.SELECTED DRAWING: Figure 1
