Abstract:

To encode contents to be distributed at high bit rate and to cope with a transmission medium, whose requirement is a low bit rate that is unable to cope with by the device by dividing a packet stream coded at a high bit rate at a ratio of a degree to generate a new packet stream.

A serial number is given sequentially to a received packet stream in units of packets, they are shared into a plurality of packet streams to generate packet streams at different bit rates (packet stream divider 101). Furthermore, a serial number included in each packet from a plurality of received packet streams and the packets, whose serial number is deleted are generated as new packet streams in the order of the serial number (packet stream combining device 109).
