To provide a sufficiently new apparatus to be applied to each and all fields in which the expansion of fibers is limited by tie elements.
A plate installs a large number of trays 3 by demanding the use of a press 2 which forms an expansive fiber bale 1 in such a manner that an expansive fiber of a predetermined volume is compressed and shrunk. A plastic band 4 for developing a course which partitions a parallel P contour and a diagonal C1 contour and forms a section S for each tray 3 of a predetermined quantity is included, and the expansive fiber bale 1 is obtained by the operation of the press 2. The plate of the press 2 partitions the tray 3 at a counter position, and a folding side L and a feeding side L1 are formed on the press 2, and the last bale 1 is fixed by the plastic band which is placed on the tray 3 and accompanied by many sections S as many as necessary. The parallel contour and the diagonal contour are reversed at two end sections at which the fixation of the plastic band 4 is guaranteed by a hook claw type edge 5 always inserted in a space between the band 4 and the bale 1 and which partition the individual sections S.
