To provide an apparatus for generating electrolytic water easily providing electrolytic water with high dissolved gas concentration (in particular dissolved hydrogen concentration), while suppressing rise of pH value of the electrolytic water (in particular, hydrogen dissolved water).
The apparatus 100 for generating electrolytic water generating the electrolytic water by electrolysis of raw water, is provided with a positive electrode 20 and a negative electrode 30 fed with the raw water, and a diaphragm 40 disposed between both electrodes. A platinum catalyst layer having a noble metal platinum as a main component is formed on at least one surface of any one of the positive electrode 20 and negative electrode 30. Fine holes with an average diameter of 50 m or less are formed on the platinum catalyst layer.
