A manufacturing apparatus for forming the corrugated fins having a plurality of ribs 12 from a plate-like body 31 includes: a lower die 34; an upper die 32 which is movable in an approachable and separable manner with respect to the lower die 34; a die 37 which is provided in the lower die 34 and has a plurality of recessed parts 53; a working punch 41 which enters the recessed parts 53 of the die 37 by closing the upper die 32 and the lower die 34 and forms the ribs; a pilot punch 40 which is arranged downstream from the working punch 41 in the conveying direction of the plate-like body and which enters the inside of the already worked ribs 12 to perform the positioning of the plate-like body 31; and a pilot die 36 as a part of dies, on the upper surface of which a pilot recessed part 55 together with the pilot punch 40, holding the worked ribs 12 is formed and which is provided movably vertically, wherein an energizing means 72 for energizing the pilot die 36 upward is provided below the pilot die 36.
