To provide an apparatus which enables the miniaturization of a micron level or nano level with comparative easiness because though the miniaturization of a granular powder has been performed by using a mill conventionally, the grinding of a micron level or nano level by the mill could not have been performed.
Two or more water streams 34 in which at least one has the granular powder are made to collide, thereby the granular powder is miniaturized. Both water streams collide by a speed equal to the sum of the flow rates of both water streams, the shock reaches from several times to several ten times that of when a single water stream collides with a stationary surface, and the maximum shock is given to each water stream, and the granular powder in the water stream is miniaturized.
