The fitting operating section 3 comprises a web placing part 3C placing a web A1 and a flange placing part 3A, 3B placing the conveyed flanges A2, A3 in parallel with a flange fitting edge A10, A11 of the web A1, rotates the flange placing part 3A, 3B so that the fitting groove A20, A30 may face the flange fitting edge A10, A11 rightly, and at the same time, moves the flange placing part 3A, 3B such that the fitting groove A20, A30 fit in the flange fitting edge A10, A11.
