To measure a basic characteristic of a vehicle from a static area to a dynamic area.

A platform PH holds a vehicle to be measured at a tire wheel part and loads thereon the vehicle 2 to be measured. A hydraulic up-down cylinder 56 drives the platform PH and an oscillator 57 corresponding to the platform PH together in an up-down direction of the vehicle, or fixes at a preliminarily set predetermined position after driving in the up-down direction. The oscillator 57 applies a preliminarily set dynamic vibration to the corresponding platform PH. Accordingly, a spectral oscillation from a static area to a dynamic area can be achieved, enabling measurement of a basic characteristic of the vehicle from the static area to the dynamic area.
