To prevent a packaging film or the like for a bound rolling-up product from being broken by a twisted portion of a binding rope used for binding the wound member, and further prevent a finger or clothes or the like of a handling person from being damaged.

Binding ropes are twisted by a method wherein both ends of the binding ropes supplied from an outer circumferential surface of a winding member to a location near a binding planned part of the winding member are chucked by a binding rope chuck mechanism 81, installed at a hollow segment of the winding member for a longitudinal member held at a rolling-up drum 4, and the binding rope chuck mechanism 81 for chucking both ends of the binding rope is rotated. Accordingly, there is a less possibility although the winding member of a longitudinal member can be bound by a relative simple configuration, either a finger or clothes of a handling person are damaged by a twisted portion of the binding rope.
