PROBLEM TO BE SOLVED: To provide a method and apparatus for producing a fuel element for smoking articles at a rate comparable to that of producing e.g. conventional cigarettes.
SOLUTION: This method and apparatus comprise the following processes: a splicer 16 is used for combinedly conjugating webs unwound from two bobbins B1, B2 of an unwinder 14, a sensing and speed control are conducted so as to control web accumulation prior to web conjugation and its halt and sense the rate of web unwinding and the amount of webs left on the bobbins, a web is fed to a composite web formation device 20 on the upstream side of a conjugation device and cut off in half and separated vertically, a paper web is introduced in between the two half-webs and they are joined together, thus running to a three-layer composite web with the paper web sandwiched between the glass fiber half-webs.
