The apparatus for manufacturing the hollow rack bar 1 in which the positioning of a working position is possible in a part of a manufacturing process of the hollow rack bar 1 and which includes: a restraining member 31 with which the shaft 11 is held in the radial direction of the rack bar 1, a positioning member 32 which is provided on this restraining member 31 and fit in at least a part of rack teeth 12 freely attachably and detachably and a fixing member 33 with which the movement in the axial direction of the rack bar 1 is controlled. After performing the positioning in the axial direction of the hollow rack bar 1 with the positioning member 32, the hollow rack bar 1 is restrained in the radial direction with the retraining member 31 and, after fixing the axial direction of the hollow rack bar 1 with the fixing member 33, the positioning member 32 is detached from the rack teeth 12.
