CONSTITUTION: An apparatus 15 uses a clip 21 and is removably mounted on a blind 17 of an automobile 19, the clip 21 is fixed to a housing 23 of an environment controller 25, and further the housing includes an electronic circuit (preferably a microcircuit) for generating negative ions to electrodes 27 and 29) and a pulse type and a positive electric field generated from a field collector 31. The positive field collector 31 includes a conductive carbon foam surface 45 in an insulating pan shaped housing 47 and is held there with nonconductive bonding gel. The collector 31 transmits a voltage signal connected with a signal transmission conductor 49 to a module 25 through a conductive carbon foam surface 51 from the microcircuit of the module 25.
