To propose a method of utilizing spatial noise and temporal noise in order to decrease noise measuring error of an inputted image.
A picture of an inputted image signal is divided into at least two blocks, and a luminance average value for each block is sequentially calculated. First information summing up each of differences between the calculated luminance average value and each of luminance values of pixels comprising a block for which the luminance average value is calculated, is calculated and at least two pieces of the calculated first information are utilized to compute spatial noise. Furthermore, second information that is a difference between a luminance value for each block of the picture and a luminance value for each block of a picture delayed from said picture, is calculated and at least two pieces of the calculated second information is utilized to compute temporal noise.
